02 - In a large skillet over medium heat, melt the butter. Add diced onions, carrots, celery, and minced garlic. Sauté until vegetables are softened, approximately 5 minutes.
03 - Sprinkle the flour over the sautéed vegetables and stir continuously for 1 minute to eliminate raw flour taste.
04 - Gradually whisk in the chicken broth and whole milk. Continue cooking, stirring frequently, until the mixture thickens, about 3 to 4 minutes.
05 - Add cooked chicken, frozen peas, salt, black pepper, and dried thyme to the thickened sauce. Stir thoroughly to combine.
06 - Move the chicken mixture into a greased 9x13-inch casserole dish, spreading evenly.
07 - In a medium bowl, mix flour, baking powder, and salt. Stir in melted butter and milk until just combined. Fold in chopped parsley if using.
